he presided Rodríguez Giavarini y Asociados,
specialized in macroeconomic analysis, and in

Political career :
He started his diplomátic career in
1968 as an assistant to the Secretary of
Integration of René Barrientos'
government.Following this position, he took part in
the creation of the Grupo Andino. In 1979, he was
appointed minister of Integratión of the
incumbent government of general David Padilla, then
chancellor to the new President Walter Guevara.
Chancellor to President Hernán Siles Suazo,
in 1982, and then minister to the Presidency of the
Mandatory Víctor Paz Zamora (MIR), between
1989 and 1993. Minister of Foreign Affairs 1979,
1984 - 1985, and since 2001.

Education/Profession :
Is a tenured professor in the Philosophy and
General Theory Department of Sao Paulo University's
Law School, where he studied (1960-64) and has
taught since 1971. He got his Ph.D. in Political
Science at Cornell University, USA in 1970 and his
post doctoral degree in International Public Law at
Sao Paulo University's Law School in 1977. In 1988
he obtained his title in Philosophy of Law. He was
Head of the Philosophy and General Theory
Department of Sao Paulo University (1992-95).
Political career :
He was Foreign Minister in 1992 and, in this
capacity, an ex officio member of the UN Conference
on Environment and Development held in Rio de
Janeiro in June 1992. In 1999, he was Minister of
State for Development. From 1995 till 1998, he was
Ambassador, Chief of Brazil's Permanent Missions to
the United Nations and to the World Trade
Organization in Geneva.

Service for Women under the rule of Patricio Aylwin
Azócar (1991 &endash; 1994). She is
currently a member of the Directory Board of the
Center of Justice of Américas, elected by
the permanent Council of the OEA, and Advisor to
Alberto Hurtado University .

He received a Bachelor of Arts degree in
modern languages from the College of the Went
Indies - London University, and undertook
post-graduate work in modern languages and
international relations at the University of Paris,
France and the University of Brussels, Belgium.
Teaching positions in modern languages from 1959 to
1966 at Kingston and Jamaica Colleges, Jamaica;
Queen's College, Guyana; and at the University of
Guyana.
Political career :
Permanent Representative of Guyana to the
European Economic Community from 1970 to 1981 and,
concurrently, Ambassador to Belgium and, on a
non-resident basis, to Sweden, Norway and Austria.
From 1972 to 1978, served as Ambassador to
Venezuela with concurrent accreditation to Peru and
Ecuador. From 1982 to 1986, Mr. Insanally was head
of the Political Division in the Ministry of
Foreign Affairs of Guyana.

Alawyer by profession with a specialization in
international private law. His teaching career in
international private law began in 1961. He was
named Assistant Professor in 1971 and Interim
Professor in 1974 at the University of Uruguay.
From 1975 to 1982 and again in 1991, he taught
International Private Law at the Inter-American
Juridical Committee of the OAS in Rio de Janeiro,
Brazil. In 1983 he taught International Private Law
at the International Law Academy of the Hague,
Netherlands. In 1986, he was appointed Professor of
International Private Law at the College of Law and
Social Sciences, and of the bachelor's degree
programme in International Relations, both at the
University of Uruguay.

como Ministro del Interior y Justicia, cargo que
