Born : in 1944 in San Martín, Buenos Aires Province

Education/Profession : Received his Degree in Economics from the University of Buenos Aires in 1971. Has been Professor of Macroeconomics at the Universidad de Buenos Aires, Coordinator of Graduate Studies in Economics at the Universidad del Salvador, and also taught at the Universidad de Belgrano. Until 1995 he presided Rodríguez Giavarini y Asociados, specialized in macroeconomic analysis, and in domestic and foreign direct investment.

Political career : 1971-1974 : Chief Economist of the National Atomic Energy Commission. 1975-1982 : Control and Oversight Manager, Auditing Office of State Owned Corporations, Federal Government. 1983-1984 : Under-Secretary for Budgetary Affairs, Ministry of Economy. 1984-1985 : Under-Secretary for Defense Procurement, Ministry of Defense. 1986-1989 : Secretary of Planning, Ministry of Defense. 1995-1996 : Representative, elected member of the Federal Congress. 1996-1998 : Secretary of the Treasury, Government of the City of Buenos Aires. 1998-1999 : Representative of the Government of the City of Buenos Aires to the International Financial Organizations.

Gustavo Fernández Saavedra - Minister of Foreign Affairs

Born : in the Bolivian department of Cochabamba, in 1938

Political career : He started his diplomátic career in 1968 as an assistant to the Secretary of Integration of René Barrientos' government.Following this position, he took part in the creation of the Grupo Andino. In 1979, he was appointed minister of Integratión of the incumbent government of general David Padilla, then chancellor to the new President Walter Guevara. Chancellor to President Hernán Siles Suazo, in 1982, and then minister to the Presidency of the Mandatory Víctor Paz Zamora (MIR), between 1989 and 1993. Minister of Foreign Affairs 1979, 1984 - 1985, and since 2001.

Celso Lafer - Minister of Foreign Affairs

Born : Sao Paulo, 1941

Education/Profession : Is a tenured professor in the Philosophy and General Theory Department of Sao Paulo University's Law School, where he studied (1960-64) and has taught since 1971. He got his Ph.D. in Political Science at Cornell University, USA in 1970 and his post doctoral degree in International Public Law at Sao Paulo University's Law School in 1977. In 1988 he obtained his title in Philosophy of Law. He was Head of the Philosophy and General Theory Department of Sao Paulo University (1992-95).

Political career : He was Foreign Minister in 1992 and, in this capacity, an ex officio member of the UN Conference on Environment and Development held in Rio de Janeiro in June 1992. In 1999, he was Minister of State for Development. From 1995 till 1998, he was Ambassador, Chief of Brazil's Permanent Missions to the United Nations and to the World Trade Organization in Geneva.

Born : on 17 September 1950}

Education/Profession : Studied Law in "la Universidad de Santiago de Chile" , starting in 1972. Graduation : Lawyer / and MA in Science about Development from ILADES (Instituto Latinoamericano y Estudios Sociales), diploma officially recognized by the Catholic University of Louvain (Belgium).She served as a Consultant to the FAO, a member of the Directory Congress of the Interamrican Comission for Women (CIM) of the OEA and as a professor in Civil Law in various universities.

Political career : She was ministrer of Justice under President Eduardo Frei Ruiz Tagle's government (1994 &endash; 1999)and Minister responsible for the National Service for Women under the rule of Patricio Aylwin Azócar (1991 &endash; 1994). She is currently a member of the Directory Board of the Center of Justice of Américas, elected by the permanent Council of the OEA, and Advisor to Alberto Hurtado University .

Guillermo Fernández de Soto - Minister of Foreign Affairs

Born : in the city of Bogotá in 1953

Education/Profession : Lawyer and economist from the University Javeriana

Political career : He was president of the Bogotá Chamber of Commerce from 1993 to 1998 and president of the Ibero-American Association of Chambers of Commerce from 1996 to 1998. In 1988, headed a United Nations technical mission that drafted a special economic cooperation plan for Central America. From 1985 to 1988 he served as deputy minister of foreign affairs. Was appointed minister of foreign affairs of Colombia in 1998.

Born : November 18, 1937, Guayaquil

Education/Profession : Instituto Particular "Abdón Calderón". Colegio 'Cristóbal Colón". Bacalaureate of Modern Humanities- Promotión 1956. Faculty of Jurisprudence from the University of Guayaquil, where he received a Ph.D on October 5,1962, and was a creditor to the "Contenta"award. Languages : Spanish, English, German. A teacher at the Colegio Nacional de Señoritas "Guayaquil" , teaching Cívics and the History of Philosophy, between 1957 and 1961. Tenured professor at the Law Faculty of the Catholic University in Santiago de Guayaquil ,teaching the Historiy of Law, Commercial Law and Societies Regulations, since 1963, for 10 years.

Political career : Regional Inspector of Educatión 1958 -1959. Under-secretary of State for Public Works 1962- 1963. Under-secretary to the Government 1966 1967. MP for del Guayas Province 1968 -1970. Member of the House of Representatives for Guayas 1979-1984. On January 28, 1988 he took office as a Minister of the Government and the Police. On May 17,1992, he was elected as a National MP on a Social Christian Party's ticket.Reelected in 1996 and 1998. He was elected to chair the National Congress on August 10, 1994, a position assumed until August 9, 1995. Reelected again on February 18 , 1997.

Samuel Rudolf Insanally - Minister of Foreign Affairs

Born : on 23 June 1936 in Georgetown, Guyana

Education/Profession : He received a Bachelor of Arts degree in modern languages from the College of the Went Indies - London University, and undertook post-graduate work in modern languages and international relations at the University of Paris, France and the University of Brussels, Belgium. Teaching positions in modern languages from 1959 to 1966 at Kingston and Jamaica Colleges, Jamaica; Queen's College, Guyana; and at the University of Guyana.

Political career : Permanent Representative of Guyana to the European Economic Community from 1970 to 1981 and, concurrently, Ambassador to Belgium and, on a non-resident basis, to Sweden, Norway and Austria. From 1972 to 1978, served as Ambassador to Venezuela with concurrent accreditation to Peru and Ecuador. From 1982 to 1986, Mr. Insanally was head of the Political Division in the Ministry of Foreign Affairs of Guyana.

Born : in 1937 in Uruguay

Education/Profession : Graduated from the College of Law and Social Sciences of the University of Uruguay in 1960. He holds a doctorate in law and social sciences. Alawyer by profession with a specialization in international private law. His teaching career in international private law began in 1961. He was named Assistant Professor in 1971 and Interim Professor in 1974 at the University of Uruguay. From 1975 to 1982 and again in 1991, he taught International Private Law at the Inter-American Juridical Committee of the OAS in Rio de Janeiro, Brazil. In 1983 he taught International Private Law at the International Law Academy of the Hague, Netherlands. In 1986, he was appointed Professor of International Private Law at the College of Law and Social Sciences, and of the bachelor's degree programme in International Relations, both at the University of Uruguay.

Political career : Uruguay's Minister of the Interior, from 1995 to 1998. Foreign Minister of Uruguay from 1998 to 1999. Confirmed in the position by President Dr. Jorge Batlle over the període 2000-05.

Education/Profession : Realiza sus estudios de primaria y secundaria en el Colegio San José de la mencionada ciudad. Egresa de la Academia Militar de Venezuela el 01 de enero de 1967 con el grado de Sub-Teniente. Más tarde realiza los cursos Básico, Medio y Avanzado correspondientes a la Armada de Caballería y Blindados. Posteriormente aprueba el Curso de Comando y Estado Mayor en la Escuela Superior de Guerra en París, Francia, donde también se diploma en Planificación y Estrategia.Como profesional militar ocupa todos los cargos.

Political career : El pasado 03 de febrero de 2000, fue designado por el Presidente de la República como Ministro del Interior y Justicia, cargo que ocupó hasta febrero de 2001, cuando fue nombrado Ministro de Relaciones Exteriores.
