Education/Profession :
Has a lawyer degree.
He has studied Law at the Official Congo
University of Lubumbashi, at the Lovanium
University of Kinshasa and at the University of
Lausanne (Switzerland). Exiled in Switzerland in
1973 following the repression operated by the
political activists of Mobutu on University
Campuses, he managed to combine his activities of
defending human rights with his struggle against
dictatotship. Member of the Swiss league of human
rights , he also worked in Vaud SOS-Asylum and in
the Swiss committee for the defense of the right of
asylum (CSDDA). Expert of the right of asylum in
Europe, he was a passionate activist for the
respect of the crowned principle of Non-Repression
while devoting most of his activities to the
protection of immigrants. Worked during fifteen
years as Legal Permanent to the Office of legal
consultation of Caritas-Switzerland and
Caritas-GENEVE, until May 1997. He also served as
Consultant for international organizations of human
rights.
Political career :
In september 1997, he becomes an itinerant
ambassador of the Republic to the President of the
Republic. Most concerned with the protection of
human rights, he set up - at the request of
President KABILA - a cell in charge of the
supervision of matters relatied to humans right. He
was eventually appointed Minister for human rights
on June 1, 1998.
Note : Member of
the European network of lawyers defending the right
of asylum ( ELENA), he took an active part in most
of international conferences and seminars devoted
to the right of asylum and the protection of
immigrants, held in Europe these past twenty
years.
